Quality control is the foundation of reliability. The ICAI has issued two standards dealing with quality control: SQC 1 (Standard on Quality Control 1) applies at the firm level and governs the firm's overall system of quality control. SA 220 (Quality Control for an Audit of Financial Statements) applies at the individual engagement level and is the responsibility of the engagement partner. Quality control failures have been at the heart of major global audit scandals — Enron (Arthur Andersen), Satyam (PwC India). and standard-setters have responded by strengthening quality control requirements. In India, the NFRA (National Financial Reporting Authority) was established in 2018 to set auditing standards and oversee audit quality for listed and public interest entities, reducing ICAI's role for such entities.

01SQC 1 — Six Elements of Firm Quality Control
| Element | Key Requirements |
|---|---|
| Leadership responsibilities (tone at top) | Managing partner establishes culture where quality is paramount. Commercial considerations do not override quality. |
| Ethical requirements | Firm policies on independence, ICAI Code of Ethics. Annual independence confirmations from partners and staff. |
| Acceptance and continuance | Evaluate client integrity before accepting. Assess capacity and competence. Evaluate threats from continuing with a difficult client. |
| Human resources | Recruitment, training, performance evaluation, compensation — all linked to quality. Supervised sufficiently capable staff. |
| Engagement performance | Direction, supervision, review. Consultation procedures. Differences of opinion resolved. EQCR for certain engagements. |
| Monitoring | Ongoing inspection of completed engagements. Report deficiencies to firm management. Remedial action. External NFRA/ICAI inspections. |
02SA 220 and EQCR
| Concept | Rule |
|---|---|
| Engagement partner responsibility | Overall responsibility for quality on each engagement — direction, supervision, review, with ethical requirements. |
| EQCR requirement | Required for: (1) audits of listed entities, (2) audits identified by firm's criteria as requiring EQCR. EQCR reviewer must be independent of the engagement. |
| EQCR scope | Reviewer evaluates: significant judgements, conclusions reached, independence, significant risks, consultations. Report issued before 's report signed. |
| NFRA jurisdiction | Prescribed class of entities (listed, large unlisted, public interest entities). NFRA sets standards and oversees quality for these entities, not ICAI QRB. |
